Dual Credit Program Information
ARTICULATION AGREEMENT REQUIREMENTS (2008-2009)
STUDENTS
High school students may receive dual credit from their high school and Blue Mountain Community College (BMCC) if they meet the following criteria:
- Course(s) for which students seek enrollment are articulated and taught by an approved teacher. Not all articulated courses are available at every school. Students are encouraged to contact their local high school to check on course and instructor availability.
- Students meet the admission requirements (prerequisite skills/aptitudes, placement tests) for the course(s) and have the high school teacher’s approval to take the course(s).*
- Students submit a completed BMCC Dual Credit Registration form to their teacher or directly to Jackie Bartron, Dual Credit Specialist at UMESD by the deadline(s) stated below.
- Students pay appropriate fees ($10/per credit hour) for each course. Students will be billed directly by the college (shortly after registration deadline) and payment will be due upon receipt. Non-payment will result in a “hold” on their transcript and students will not be allowed to register for additional BMCC courses until the outstanding bill is paid.
- Students complete the course requirements, meet the stated outcomes as detailed in the BMCC course syllabus, and receive a grade by the deadline(s) stated below.**
* Classes are usually limited to seniors and qualified juniors, but in cases where other qualified students are deemed by their instructor able to meet prerequisite skills/aptitudes for each particular course exceptions may be made (OAR 589-007-0200).
**Students will be assigned a grade of an “A” (superior) “B” (above average) “C” (average) “D” (inferior) or an “F” (failing). Grades will be transcripted and accessible in the same manner as regularly enrolled BMCC students. However, because the college operates on a different calendar than area high schools, student grades may not be available until a later date. For example, fall term courses may not be transcripted for high school students until February and spring term courses may not be transcripted until July. If a student needs their transcripts sooner, contact Jackie Bartron, UMESD, and documentation can be provided by the College to verify students grades. COURSE DROP or WITHDRAWALS
COURSE DROP: Students can drop a class and not be responsible for payment if they submit a Dual Credit Drop/Withdrawal form to BMCC by the deadlines listed below. .

COURSE WITHDRAWAL: Students can choose to withdraw from a class (and receive a “W” on their transcript rather than a grade) if they submit a Dual Credit Drop/Withdrawal form to the Dual Credit Coordinator, UMESD, by the dates outlined below. (Fees are non-refundable one week after the registration deadline for that term)

REGISTRATION PROCEDURES AND DEADLINES
There will be three registration periods: fall, winter, and spring. Students will register based on when they will complete the competencies for each class. If at all possible, sequential courses should be registered for throughout the year. For example, if a student is taking SPAN 101, 102, and 103 they should register for 101 in the “fall”, 102 in the “winter” and 103 in the “spring”. This will help distribute the credits on their BMCC transcript and reduce the number of questions by admissions counselors evaluating the student’s file.
Registration forms and parent letters in both English and Spanish will be distributed to teachers at the beginning of each year (additional forms may be printed off our program website and copied onto blue paper). Completed forms must be received by Jackie Bartron, UMESD, no later than the deadlines stated below. Late registration forms will not be accepted. Teachers will receive a “class confirmation list” shortly after registration for purposes of verification and confirmation. Please let Jackie Bartron or Caryn Appler, UMESD know at that time if there are any irregularities with the list.

Winter Registrations (for competencies completed by April 14, 2009) Due: February 6, 2009
Spring Registrations (for competencies completed by end of school year) Due: April 10, 2009
BILLING DEADLINES
Fall Invoices mailed by October 17, 2008 / Must be paid no later than November 07, 2008
Winter Invoices mailed by February 20, 2009 / Must be paid no later than March 6, 2009
Spring Invoices mailed by April 24, 2009/ Must be paid no later than May 15, 2009
TEACHERS
High school instructors may teach a tech-prep/dual credit course for their high school and BMCC if they meet the following criteria:
- Teacher meets qualifications for BMCC adjunct faculty: Professional/Technical teachers must have appropriate combination of education and experience (OAR 589-007-0200). Teachers of lower collegiate transfer courses must have a master’s degree in their discipline. If their master’s is not in their subject area, then a minimum of 20 graduate (quarter) hours in the discipline is required.*
- Teacher agrees to meet the criteria (outcomes, assessments) for the same course at BMCC as stated in the most recent BMCC course syllabus, using the same or similar textbook, college level instruction, evaluation techniques, and appropriate college-level assignments. Teachers will also communicate required competencies to students and their parents. (BMCC course syllabi are available, call Jackie Bartron at 541-966-3114 or email Jackie.Bartron@umesd.k12.or.us
- Teacher submits completed “Request to Teach Dual Credit Courses” form, a BMCC Application for Management and Faculty Employment, and copy of their college transcripts to Jackie Bartron, UMESD (forms available online, see below for details).
- Teacher annually submits a completed BMCC-Public School Articulation Agreement Form with his/her principal’s signature (form will be provided).
- The teacher agrees to abide by the deadlines set for submitting student registration forms and grades.
- BMCC approves the teacher’s application and signs the BMCC-Public School Articulation Agreement Form.
- Teachers and their courses are subject to evaluation in a process to be determined by local principal and BMCC administration.
* Oregon Law allows the following exceptions if approved by BMCC administration:
If an individual teaching lower division collegiate courses has demonstrated their competencies and served in profession fields and in cases in which documentation to support the individual’s proficiency and high level of competency can be assembled, the master’s degree requirement may be waived at the discretion of the college president (OAR 589-008-0100).
GRADE FORM PROCEDURES AND DEADLINES
Grades must be submitted for each registration period courses are taught. Grade Forms will be provided to teachers before the end of the term in which the course is taught and must be returned to the Dual Credit Specialist at the UMESD no later than the deadlines stated below.
